If you go to I Corinthians ( a book with instructions to former pagans):
I Corinthians 12:1-2
1 Now concerning spiritual gifts, brothern, I would not have you ignorant.
2 ye know that ye were Gentiles carried away unto these dumb idols, even as ye were led.
The gentiles were led by spirits (not the Holy Spirit, but familiar spirits).
And so when you read:
I Corinthians 14:23
They think you are mad if all speak in tongues. Madness and demons and wizards all seem to go together.
This is but a tiny bit of what is in Corinthians. The Gentiles had to be taught about Godly spiritual gifts. The OT is full of spiritual gifts.

Isaiah 8:19Tongues were not a stand alone experience. Tongues were tied to understanding and proclaiming the mighty works of God. Now we might have to grow into that fullness, but at least some of those who spoke in tongues were exorted to pray for the gift of interpretation. This all can get deeper than my total understanding. The only folks (in scripture) who use tongues alone (as a sign) are wizards who mutter and chirp (unbelievers). IMHO.
