Simply put, I would think the rule of faith is having belief in Christ as Peter first had and all that He has taught in the oral first to His disciples and the written for what the disciples of Christ who became Apostles to take His word out into the word as they not only gave the oral, but also wrote the letters that makes up the books of the Bible.
What more would we need as we could never exhaust the teachings from Genesis to Revelation that are the inspired word of God given to the Prophets and Apostles to teach and write. Anything more given outside of the scriptures would be adding to or taking away from them and Rev 22:18-19 gives strong warning against doing this.
