Before I address that reference, all Bible versions hold to this truth in John 16:13, that the Holy Spirit cannot speak from Himself, but speak only what He hears.
John 16:13 Howbeit when he, the Spirit of truth, is come, he will guide you into all truth:
for he shall not speak of himself; but whatsoever he shall hear, that shall he speak: and he will shew you things to come.

John 16:13 When the Holy Spirit, who is truth, comes, he shall guide you into all truth,
for he will not be presenting his own ideas, but will be passing on to you what he has heard. He will tell you about the future.
LIVING Bible
John 16:13 But when He, the Spirit of truth, comes, He will guide you into all the truth;
for He will not speak on His own initiative, but whatever He hears, He will speak; and He will disclose to you what is to come. NASB 1995
John 16:13 But when he, the Spirit of truth, comes, he will guide you into all the truth.
He will not speak on his own; he will speak only what he hears, and he will tell you what is yet to come.
NIV
John 16:13 When the Spirit of truth comes, he will guide you into all the truth,
for he will not speak on his own authority, but whatever he hears he will speak, and he will declare to you the things that are to come.
ESV
That means the Holy Spirit cannot turn God's gift of tongues around which was for speaking unto the people, and then instead, to use for His own purposes in uttering His own prayers back to God.
Rom 8:26 Likewise the Spirit also helpeth our infirmities: for we know not what we should pray for as we ought: but the Spirit itself maketh intercession for us
with groanings which cannot be uttered.
That means the Holy Spirit cannot even utter His own groanings out loud and so keeping in alignment with the truth in His words in John 16:13
Rom 8:27 And
he that searcheth the hearts knoweth what is the mind of the Spirit, because
he maketh intercession for the saints according to the will of God.
The identity of this "he" is Jesus Christ Who is the Word of God that searches our hearts.
Hebrews 4:12
For the word of God is quick, and powerful, and sharper than any twoedged sword, piercing even to the dividing asunder of soul and spirit, and of the joints and marrow, and
is a discerner of the thoughts and intents of the heart. 13 Neither is there any creature that is not manifest in his sight: but all things are naked and opened unto the eyes of him with whom we have to do. 14 Seeing then that we have a great high priest, that is passed into the heavens, Jesus the Son of God, let us hold fast our profession. 15 For we have not an high priest which cannot be touched with the feeling of our infirmities; but was in all points tempted like as we are, yet without sin. 16 Let us therefore come boldly unto the throne of grace, that we may obtain mercy, and find grace to help in time of need.
Not only Jesus is searching our hearts but knows the mind of the Spirit to give the Spirit's unuttered & silent intercessions to the Father. This is in according to the will of God that all intercessions has to pass through the Son at that throne of grace in coming to God the Father because Jesus answers the prayers so that the Father may be glorified in the Son for answers to prayers.
John 14:13 And whatsoever ye shall ask in my name,
that will I do, that the Father may be glorified in the Son. 14 If ye shall ask any thing in my name, I will do it.
That is why there is only One Mediator between God and men, the man Christ Jesus as the Lamb of God for how we have access to God the Father.
1 Timothy 2:5 For there is one God, and one mediator between God and men, the man Christ Jesus;
This is how the Father knows before we ask anything in prayer so one has to question that tongue for private use.
Matthew 6:7 But when ye pray, use not vain repetitions, as the heathen do: for they think that they shall be heard for their much speaking. 8 Be not ye therefore like unto them:
for your Father knoweth what things ye have need of, before ye ask him.
Paul was praying in the assembly that someone will interpret that tongue so he could benefit from it. That said, Paul was not using tongues for private use because how can he know what was being said unless interpreted? I know those who use tongues for private use claims self edification, Holy Spirit praying, praising God in worship and giving thanks, but those are all different supposed claims for tongues for private use and yet Paul said unless interpreted, not even the tongue speaker can benefit from that tongue until he understands it.
