Capitalist society

There are so many people living on very tight budgets, or those on fixed incomes, who have their utilities shut off because they can't afford them. With food prices up, gas prices up, utility costs up, a limited & fixed income can only cover so much. Many Seniors or those on disability either don't know about programs that help to pay utilities, or they don't qualify (because of total household income) for those programs. It doesn't mean these people mismanage their money; it's more that their money isn't sufficient enough now to cover basic living expenses.

That doesn't surprise me a bit. With the continued downward spiral of the economy and so forth, I'd have to agree with you. I answered too fast i suppose. It used to be like I said, but is so bad now that even normal folks without drug problems are having it happen also. :(
 
Older people are working into their 70's and 80's if people will hire them just to make ends meet.
 
Ouch! Yes, if that $2 million had been paid, the rates would have been much lower for everyone.
the aforementioned bill of 2g or more did include water and garbage.
