The scoffers are professed believers. The promise is of His second coming. The complaint is of His delay, because all things remain the same today upon the earth, as before the Lord's first coming in the flesh: There are still unjust men reigning upon the earth.

Anyone who thinks the prophesied promise of the Lord Himself coming to inherit all nations and rule over all the earth, is already established with transgressors and unjust rulers defying Him openly, is believing in the unjust god of this world, more than the true God and Jesus Christ.

Or, they're just more empty spiritualists and utopian idealists, that have departed from earthly sense.

Many of them are also unconditional salvation believers, who in like manner separate their 'heavenly' spirituality from their earthly living. They make up a present reign of the Lord from heaven with themselves, just to then say they therefore cannot be hurt by the second death judgement of their works.

Blessed and holy is he that hath part in the first resurrection: on such the second death hath no power, but they shall be priests of God and of Christ, and shall reign with him a thousand years.

While the feign honor of the Lord's reigning with their lips, their hearts are seeking to justify still walking after their own lusts upon earth.

Many times it helps to know the personal motivation and doctrinal agenda of people, when they start teaching things that are way up in the air, without standing on any soild ground.

"So heavenly minded, no earthly good" certainly applies to Christains vaunting themselves as the Lord's reigning rulers over this present earth, while it remains lying in wickedeness, and even more now than when Cain slew righteous Abel.

Sometimes God does accomadate the unbelievers' demands to make Himself perfectly clear, and so enures there is no possible way to mistake what He is saying.

God does not need to provide His whole prophecy nor doctrine in every place of Scripture, that He speaks of it.

The Lord's one whole doctrine and prophecy from the Bible, is found in part throughout the Bible. It's called

Preaching the whole gospel of God, includes preaching all parts of His doctrine from all Scripture, and not just from one single place to the exclusion of others.

Ex:

People turn to Eph 2 to the exclusion of James 2, in order to preach the being saved by grace through faith alone without works, and set apart from what they are doing at the time.

So it is with people who isolate Revelation from the rest of the prophecies of the Bible, in order to say the Lord will never reign with His resurrected saints upon the earth.

We live in a sin cursed earth and as believers we are not immune to suffering, and tribulation. That being said the gospel of the Kingdom is being preached worldwide. It overtakes sinners And brings new life.

Sin filled world of iniquity made by sinners.

An earth that must now be worked with sweat to produce.

The rocks and dirt have nothing to do with tempting man to sin, neither does flesh and blood.

The heavenly Sion and New Jerusalem is in heaven now, not on earth. The Lord God of Israel reigns once again from heaven, with His ressurected body as the man Christ Jesus.

The resurrected Lord's thousand year rule upon the earth will be from Zion and Jersualem, that no is on earth.

The mystical 'reigning' of Christian believers today is just another psdeudo-spritiual fraud, and a confession of not being subject to the reign of Christ, as the only Head of His own body.

You can try to mix the argument into a rejection of Jesus' first coming, but it's just more child-play.

They thought the Messiah would kill their human enemies. Then the Messiah and the Jewish people would teach the gentiles.
But the Messiah and the Jewish people (Apostles and other Jewish believers) have already taught every civilized nation on earth
about Him.

After the bodily resurrection of believers, death is destroyed. There is no 1000 years long period after this because there are no more enemies.
