A major struggle for me is how we are choosing to enforce lock downs. To me it should be managed at lower levels such as city or county level and not statewide or country levels.
The reason I say this can be explained by looking at a state like North Dakota. In North Dakota there are a handful of larger cities with the largest being Fargo (~100,000) followed by Bismark (~60,000) followed by Grand Forks (~50,000) followed by Minot (~40,000). The rest of the population is quite spread out and thin. Viruses will spread easiest where people are more densely populated. So, why is it necessary to lock down the entire state when the most likely areas of concern will be these population dense areas?
Minnesota is similar. A full 2/3 of the total population in MN is contained within the 16 county Minneapolis/St. Paul metro area. Aside from a handful of other larger cities like Duluth, St. Cloud, Moorhead, Brainerd, and maybe Bemidji our out-state population is spread out quite thin. Why is it necessary to lock down the entire state when the most likely area of concern would be those 16 counties?
