God is speaking to a people already in Covenant.
Yes, but which covenant?
The two women are two covents.

Adam and Eve had a covenant and broke it.
How many covenants were there? I am not into covenant theology enough to list them all.

God loves all, but only the children of God will endure forever:

29 And if you are Christ's, then you are Abraham's seed, and heirs according to the promise. (Gal. 3:26-29 NKJ)

God’s love can be contrasted to Solomon’s love for his foreign wives. Solomon allowed his love for his wives to cause problems. God knows what is correct, and he winked in the days of ignorance, but now he does not.

Agape love is both rod and staff. Draw us near and rebuke. Brotherly love is is not strong enough (we do not forget brotherly love), but we look toward Agape love.

Israel is never commanded by God to love the non-covenant, and Jesus upheld this command in Matthew 5 in which He is instructing the twelve tribes to love each other given their northern/southern kingdom animosity that had existed through the centuries after their return from exile.
Jesus speaks of the covenant just in Israel and the covenant unjust in Israel.
The command remains that Covenant brethren are commanded to love Covenant brethren ONLY.
God never commands His people, including Christians of the New Testament Church to love the unsaved. Our command is as the original command to Covenant Israel to love only Covenant Israel, and Covenant Church to love Covenant Church ONLY.

I wonder how much difference in understanding is between us? IMHO it means that person is practicing that sin himself.

I will try a short version of what I get out of it, and we can go slowly to try and un-wind it.

Romans 1 IMHO says god shows hi wrath against sin.

Romans 2 IMHO says a person should not make a judgement (excusing sin of people God has already condemned). If a person does give a judgement (excusing sin) then that person is practicing those sins in his life.

Now I know that is not what most people say about the passage. The passage is usually:
Get off my back God says not to judge.

God has already Judged. It means nothing to a person quoting scripture. They did not write the scripture (they/we) just quote the scripture. We do not own the scripture because we quote it. All have sinned - even the quoters .

You are allowed to have your opinion for discussion.

Do not let context of Jew and gentile separate us all. Abraham was the father of Jew and Gentile faith before circumcision, that he might be the father of us all.

The Jews at Pentecost received visions and dreams.
Peter and Cornelius had divine revelation that led to the gentile inclusion. The Gospel went to the gentiles through the Jew, Peter.

The Circumcision party realized the gentiles received the Holy Spirit just like they did.

We can go slower.

It really takes a study of Isaiah, Jeremiah, Ezekiel Zachariah to see what happened in the 400 years of silence. Those in Ezekiel were dispersed for their protection and not for punishment. I may can help open the subject.

Context proves you wrong. First, "respect" is a poor translation, "regard" is better:

08159 שָׁעָה sha`ah {shaw-aw'}
Meaning: 1) to look at or to, regard, gaze at or about 1a) (Qal) to gaze at, regard, behold, look about 1b) (Hiphil) to look away, cause gaze to turn away 1c) (Hithpael) to look in dismay, gaze about (in anxiety)

God "looked" at the hearts of Cain and Abel, and something was "not right" with Cain's heart:

I know, my God, that You test the heart and that You are pleased with what is right. I have willingly given all these things with an upright heart, and now I have seen Your people who are present here giving joyfully and willingly to You. (1 Chr. 29:17 CSB)

Context reveals Cain went on a killing spree after this. From the principle of "Scripture interprets scripture" we can deduce Cain's heart did not love God:

If someone says, "I love God," and hates his brother, he is a liar; for he who does not love his brother whom he has seen, how can he love God whom he has not seen? (1 Jn. 4:20 NKJ)

Now, reading God's warning to Cain reveals why God didn't regard his sacrifice. No love there, only hate ready to explode.

Cain was just paying his dues, hoping to keep God off his back. That is implied by the description of the sacrifices:

Notice the difference in the offering, Cain offered "some of the lands' produce" = nothing special, or even valuable. Abel the "firstborn" and "their fat portions" which are considered the best, valuable.

3 In the course of time Cain presented some of the land's produce as an offering to the LORD.
4 And Abel also presented an offering-- some of the firstborn of his flock and their fat portions. The LORD had regard (08159 שָׁעָה sha`ah) for Abel and his offering,
5 but He did not have regard (08159 שָׁעָה sha`ah) for Cain and his offering. Cain was furious, and he looked despondent.
6 Then the LORD said to Cain, "Why are you furious? And why do you look despondent?
7 If you do what is right, won't you be accepted? But if you do not do what is right, sin is crouching at the door. Its desire is for you, but you must rule over it."

Scripture is always 100% correct, never contradicting itself. If you believe it contradicts, there is a fallacy in your thinking:

This is true:
For there is no partiality with God. (Rom. 2:11 NKJ)

What you taught is not true:

My brethren, let not many of you become teachers, knowing that we shall receive a stricter judgment. (Jas. 3:1 NKJ)
