There's a church I know that emphasises that all workers must be born-again. How fair is this?

Would you want someone who only wants to be a fireman responding to a fire at your house?
Would you go to someone who just wants to be a doctor for surgery?
Would you allow someone who simply wants to be an insurance agent to write your life and health policy?

I doubt it.

So would you want someone who doesn't know Christ to set a public example of Him in church?

I wouldn't.
