John 3:6 That which is born of the flesh is flesh; and that which is born of the Spirit is spirit.

Going further Christ makes no such distinctions between Christians or non-Christians. But everyone.

John 3:15 That whosoever believeth in him should not perish, but have eternal life.

"whosoever"

Joh 3:16 For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life.

again... "whosoever"

John 3:18 He that believeth on him is not condemned:

Who?
He that believeth.

Everyone. Anyone. All inclusive.

Everyone must be born again. But in context (John 3:3-7 NASB) it's clear that Jesus was speaking about the need for 'religious' people to be born again of the Spirit, not just paddle about in the waters of repentance. A natural, earthly nation of God's people born via the waters of repentance (works) is not a people that will inherit the kingdom. You must also be born from above, by the Spirit.

By definition, a Christian is one who has been born again (Titus 3:5), a new creation (2 Cor 5:17). All believers have been born again.

The issue is for unbelievers, who are unsaved, to become born again children of God through belief in Christ as Savior. When they believe in Christ, they are saved (Acts 16:31).

What Scripture are you referring to in the OP?

And, what in that Scripture might indicate a Christian must be born again?
