1. Scientists were able to get the RNA to reverse transcribe in cells in vitro, not in an actual body.
2. The cells were not actually liver cells, but:

My wife is Australian. She was keeping up with all that the government was doing to them there. We were both very disappointed with all that took place over the last many months.
