God grants men have what they choose. The translation "strong delusion" is inaccurate, in context God is granting people follow spirits of evil they that prefer to God.

I find it odd the context is ignored by many expositors. Paul was correcting a "strong delusion" upsetting the Thessalonians at the time, that the Day of Christ had come, and they were left behind (2 Tim. 2:18):
