This is what is meant in 1Corinthians 12:28 where I bolded the word "government".
Since you said you never read the bylaws of the church you attend then you have no idea of the governing of your church that is to be according to scripture which is the roles of the Pasto, Elder, Deacon and other leaders and the requirement of each position in the cjurch. Everyone should read them as they are made available to the congregation. Many of the areas of governance of the church are covered in bylaws first established by the Apostles who set up the governance of the first churches in the NT for God's governing of His Church. Bylaws are a legal document which establish the rules for the governance of the Church. Bylaws are an agreement between the members of the Church regarding the management of the Church. Bylaws are not required by law and are not filed with a state or federal agency; they are an internal document. Are we to agree with the different bylaws from all the different denominations/non-denominations, no, but only those that line up with scripture.
Main things that are address in the bylaws need to be:
- Church Meetings (procedures for holding valid church meetings (regular meetings,
special meetings, Board of Directors’ meetings, and/or annual meetings))
- Voting (procedures for proper voting and the distribution of voting power)
- Directors (duties and responsibilities of directors; also the procedures to
appoint, elect, and/or remove directors)
- Officers (duties and responsibilities of officers; also the procedures to
appoint, elect, and/or remove directors)
- Code of Conduct (a set of guidelines that the Church members agree to comply with
regarding ethics, behavior, and/or conduct in the Church)
