The context is "works of the Torah" (see verse 11). Non-Jews, such as the Ephesians, didn't have to become Jewish and become circumcised to be saved.
Verse 10 clearly says we must do the Will of God, good deeds, since we are a "workmanship, created in Christ Jesus unto good works, which God hath before ordained that we should walk in them."
