I don't know what that means, and I don't think anyone else does, either. We can't detect any behaviors that have been proven to be unrelated to neural activity. Which doesn't mean that they don't exist. As far as genetics goes, most human behavior seems to be acquired, not inherited, so if you mean that, it's a certainty that human behavior is mostly not genetic. Intelligence, for example, seems to be largely learned.
As one very intelligent person remarked, a mind is not merely the epiphenomenon of a brain. That is, not merely; it might be that, but it's not entirely that, I believe. Suppose God chose to make a material being capable of being given a soul that would become an integral part of his being. Isn't that what we are?
