I think there is a lot of confusion as to what Jesus accomplished by his death and resurrection; from what we are saved; and how we enter the kingdom of heaven. (And that being saved and entering the kingdom of heaven are NOT the same thing.)
From what are we saved?
Though He had no sin, what Christ did was to suffer the consequence of sin which is death. (Ro 6:23)
And by his resurrection He destroyed the power of death and corruption over the bodies on mankind. All will rise immortal and incorruptible. (1Cor 15:52ff)
So what Christ saved all of mankind from was death and corruption; all of mankind will rise from the dead.
What does it mean to enter the kingdom of God? (of heaven)
It means to be "in Christ"; to be a member of the "body of Christ"; to be "one flesh with Christ"; for Christ to be "in you." It means to be intimately united to God in Christ.
Rom 12:5 so we, being many, are one body in Christ, and individually members of one another.
1Co 12:27 Now you are the body of Christ, and members individually.
2Co 5:17 ... if anyone is in Christ, he is a new creation; old things have passed away; behold, all things have become new.
Eph 5:30-32 For we are members of His body, of His flesh and of His bones. “For this reason a man shall leave his father and mother and be joined to his wife, and the two shall become one flesh.” This is a great mystery, but I speak concerning Christ and the church.
Col 1:25-27 ... I became a minister according to the stewardship from God which was given to me for you, to fulfill the word of God, the mystery which has been hidden from ages and from generations, but now has been revealed to His saints. To them God willed to make known what are the riches of the glory of this mystery among the Gentiles: which is Christ in you, the hope of glory.
Jhn 17:20-23a I do not pray for these alone, but also for those who will[fn] believe in Me through their word; that they all may be one, as You, Father, are in Me, and I in You; that they also may be one in Us, that the world may believe that You sent Me. And the glory which You gave Me I have given them, that they may be one just as We are one: I in them, and You in Me;
What does the word "holy" mean?
1. To be set aside for God's use as the articles used in the tabernacle and temple or and the Levitical priesthood.
2. I means to live in a manner that reflects the glory of God by living in obedience to His commands.
How do we become holy?
We are told that WE must pursue holiness.
Heb 12:14 Pursue peace with all people, and holiness, without which no one will see the Lord:
WE are told to pursue holiness.
Holiness is not automatically conferred because we say we believe; we must live according to that belief.
2Co 7:1 Therefore, having these promises, beloved, let us cleanse ourselves from all filthiness of the flesh and spirit, perfecting holiness in the fear of God.
Here WE are told to be perfecting holiness.
Eph 4:21-24 if indeed you have heard Him and have been taught by Him, as the truth is in Jesus: that you put off, concerning your former conduct, the old man which grows corrupt according to the deceitful lusts, and be renewed in the spirit of your mind, and that you put on the new man which was created according to God, in true righteousness and holiness.
Here WE are told to "put on the new man"
1Pe 1:13-16 Therefore gird up the loins of your mind, be sober, and rest your hope fully upon the grace that is to be brought to you at the revelation of Jesus Christ; as obedient children, not conforming yourselves to the former lusts, as in your ignorance; but as He who called you is holy, you also be holy in all your conduct, because it is written, “Be holy, for I am holy."
WE are told to be holy in all our conduct.
We are also told by Jesus that our eternal condition will be based on OUR works.
John 5:28-29 Do not marvel at this; for the hour is coming in which all who are in the graves will hear His voice and come forth—those who have done good, to the resurrection of life, and those who have done evil, to the resurrection of condemnation.
So, yes, everyone who has ever lived or who ever will live, whether a believer or not, has been saved from permanent, physical death and will be raised from the grave immortal and incorruptible.
But the eternal estate of each individual will be based on whether they were obedient to God or not.
