1 Peter 3:21 KJV
20Which sometime were disobedient, when once the longsuffering of God waited in the days of Noah, while the ark was a preparing, wherein few, that is, eight souls were saved by water. 21The like figure whereunto even baptism doth also now save us (not the putting away of the filth of the flesh, but the answer of a good conscience toward God,) by the resurrection of Jesus Christ:
In Layman's term
Water saved Noah during Genesis when he and his family were in the ark, while the rest drowned to death, that is their Salvation during Genesis.
Moving to the New Testament, Water Baptism (like figure in Noah saved by Water) doesn't save us from Sin (Filth of the Flesh), but save us from disappointing God (the answer of a good conscience toward God)
But some may argue this contradicts Mark 16:16 !!!
The answer is simple, the bible states that there are 2 different Baptism, 1 is Physical (Water), the other is Spiritual (Holy Ghost), the first one is a command, the second one is for Salvation. Also the emphasis on "he that believeth not" in the 2nd half of the verse, why didn't it states: "he that believeth not and baptized not"? It means that Salvation is by Faith alone (Eph 2:8-9, Rom 10:9-10)
Matthew 3:11 KJV
"I indeed baptize you with water unto repentance: but he that cometh after me is mightier than I, whose shoes I am not worthy to bear: he shall baptize you with the Holy Ghost, and with fire:"
See 2 different Baptism mentioned
Before you receive Water Baptism, you must first be Baptize by the Holy Ghost by believing on Jesus Christ which is your Salvation.

Mark 16:16 KJV
“He that believeth and is baptized shall be saved; but he that believeth not shall be damned.”The answer is simple, the bible states that there are 2 different Baptism, 1 is Physical (Water), the other is Spiritual (Holy Ghost), the first one is a command, the second one is for Salvation. Also the emphasis on "he that believeth not" in the 2nd half of the verse, why didn't it states: "he that believeth not and baptized not"? Acts 1:5 KJV
“For John truly baptized with water; but ye shall be baptized with the Holy Ghost not many days hence.”Matthew 3:11 KJV

Acts 8:36-38 KJV
36And as they went on their way, they came unto a certain water: and the eunuch said, See, here is water; what doth hinder me to be baptized? 37And Philip said, If thou believest with all thine heart, thou mayest. And he answered and said, I believe that Jesus Christ is the Son of God. 38And he commanded the chariot to stand still: and they went down both into the water, both Philip and the eunuch; and he baptized him. Before you receive Water Baptism, you must first be Baptize by the Holy Ghost by believing on Jesus Christ which is your Salvation.
