these are among those, or maybe 'all' ? , who rise to meet Yeshua in the air at His 2nd coming to earth to rule, and they rule with Him (for 1000 years?). the fire doesn't devour them - it devours the ones gathered for battle, it doesn't devour the "camp of God's people and the city He loves".

But fire came down from heaven and consumed them.
