Yes all people are drawn to Christ.

Being drawn to Christ does not equal salvation.

Those who are drawn must believe.
But being "drawn to Christ" inevitably leads to the new birth. If you read the Bread of Life Discourse in Jn 6 carefully, Jesus said that all that the Father gives to Him will come to Him and he will raise them up on the last day (see also Jn 17:2). This effectually drawing of God's elect is necessary since the natural man (unregenerate) have no heart for God and do not seek Him (Rom 3:11).
 
You think “the world” refers to he elect.

The world refers to unsaved humanity.
Not all the time, it doesn't. See 1Jn 2:2.
 
To those who believe.
It doesn't say that in Jn 17:2. Also, Jesus gives life to whom He pleases (Jn 5:21). And it doesn't appear you read John 6 or if you did, you didn't get its meaning. All that the Father gives to the Son will come to the Son [in faith], and all who come to the Son, he will raise up on the last day. Also, no one can come to the Son [in faith] unless the Father has enabled him (Jn 6:65).

And one more thing...Faith is a divine gift from God (Act 15:9; 18:27; Rom 12:3; Eph 2:8-10; 1Tim 1:14; 2Pet 1:3-4).
 
It doesn't say that in Jn 17:2.

as You have given Him authority over all flesh, that He should give eternal life to as many as You have given Him. And this is eternal life, that they may know You, the only true God, and Jesus Christ whom You have sent. John 17:2-3

How does John 17:2 somehow nullify John 3:16, and Luke 8:12 and Romans 10:9?


For God so loved the world that He gave His only begotten Son, that whoever believes in Him should not perish but have everlasting life. John 3:16


Those by the wayside are the ones who hear; then the devil comes and takes away the word out of their hearts, lest they should believe and be saved. Luke 8:12


that if you confess with your mouth the Lord Jesus and believe in your heart that God has raised Him from the dead, you will be saved. Romans 10:9

Neither Jn 17:2 or the Bread of Life Discourse in Jn 6 nullify any of those scriptures. Those passages complement them. After all, God graciously supplies the necessary faith per the various cites given earlier.
